Residential Parking Permit Program

The most direct contact approach is to either call the Traffic Department at 403-268-1595 or send an email to abdou.souraya@calgary.ca .  You must be within the parking restriction boundary.  You will be provided a petition and you must get 80% of the neighbours on your street to agree to implement and then determine the specifics of the restriction.  Town homes, retirement centres and commercial strip areas should install signs that display ‘Private Property, Unauthorized vehicles will be ticketed and towed at owner’s expense’.  The signs must contain this description for the Calgary Parking Authority to be able to enforce. 

Once the parking restriction process is completed, the Calgary Parking Authority will distribute to participating residents, a parking permit for each vehicle registered to that household.   In addition, each household can apply to receive two visitor parking permits but they must be renewed annually based on a set zone rotation expiry schedule which is available on the website.

The Program

The City of Calgary's Residential Parking Permit Program helps communities control the number of non-resident vehicles by establishing zones and restricting parking to residents with residential parking permits. This permit system exempts residents from posted parking restrictions, which range from no parking to a two-hour limit. In order to implement the program in a community, the area must be deemed a Residential Parking Permit Zone.

Note that Roads establishes residential parking zones, but residential parking permits are issued by the Calgary Parking Authority http://www.calgaryparking.com  , (403) 537-7000.

Establishing a Residential Parking Permit Zone

·        A request for zoning can be initiated by The City of Calgary, a community association or a City Alderman.

·        A parking survey is conducted to determine if the area meets one or more of the following zoning criteria:

·        Adjacent to a 5,000 vehicle trips per day generator, e.g., hospitals, educational institutions

·        A minimum zone size of 10 blocks and 70% of the vehicles are non-resident

·        The Standing Policy Committee on Transportation, Transit and Parking and City Council must approve an amendment to the Traffic Bylaw prior to establishing a zone.

·        If approved, the community is designated a Residential Parking Permit Zone.

·        Residents must then request implementation and enforcement by requesting and then conducting a City of Calgary official petition of individual blocks. Each side of a block is surveyed, and subsequently approved and enforced separately. If 80% approval is received, The City establishes a time and day restriction for signing and control service.

 

Parking Restriction Open House

I hosted a Parking Restriction Open House meeting in the Scenic Acres Boardroom and about 90 people attended.  This venue was a ‘first’ as the Traffic Department relies only on web and phone contact initiated by residents.  Beside myself, a Traffic Engineering representative attended as well as our Public Affairs Transportation Infrastructure person.  The session included a 10-minute presentation by the engineer followed by about 30 minutes of questions.  Individual questions were answered before and after this general session on subjects related to parking and the LRT.  Based on the community response and the information shared, I believe it was a great success!

 

Some information provided included:

1.      Two-hour parking is recommended in general which ensures commuters can’t park for a long period, yet provides general parking freedom to the resident.

2.      These restrictions can be applied for a 24-hour period or standard daytime hours.

3.      It takes approximately 4 weeks for signs to be installed.

4.      Permits have no charge but must be initiated and renewed annually by the registered owner.  There are two permits and two guest passes allotted per household.  It is $75 for additional passes.

5.      If you have a large gathering at your house, you can just contact Traffic Enforcement advising them of the event and they will not require guests to have passes.

6.      The parking permit allows the resident to park anywhere within the “SCA” zone.  There are near-term plans to eliminate the paper permit and introduce tighter restriction control.  i.e. your permit is good for a 150 radius from your house.

7.      Individuals cannot obtain parking restrictions if they live outside the zone.  Another application by the SACA representative would be required (me!).

8.      Zone SCA is one of the largest restriction zones in the City.

9.      Restrictions can be parking by permit only, 30 minutes, 1 hour, 2 hour and determined by days as well.

10.  The petition must be completed within two months of distribution otherwise a new one must be initiated.

11.  Parking restrictions can be changed if another revision petition is initiated by individual neighbourhoods but Roads asks that there be a settling period before making changes.

12.  If you want to know if a petition has been initiated for your neighbourhood, you can contact Roads and they will provide that contact information.

13.  Crowfoot Station will open with fees in the parking lots.

14.  There will be a blitz by the Parking Authority during the initial stages of the Station opening and after that it is a call to them for their action to ticket individual offenders.

15.  Green space restrictions will be placed as warranted.  I will work with Roads to establish these restrictions.

16.  The school principals determine the restriction for their area.

17.  On a cul-de-sac, the restriction applies to the inner area as well.

You can wait and initiate a petition later once you see how commuters will react.
